My name is Maria Garcia. I represent the State of Texas and region 5 of the State of the American address contest. The issue I am most concerned about is securing a water future for every Texas community. The Texas Water Development Board warns that population growth will increase water needs across cities, rural communities, farms, ranches and businesses. This challenge affects the founding principles of life, liberty and the pursuit of happiness. Without dependable, affordable water, families cannot thrive, farmers cannot produce, businesses cannot grow, and communities cannot shape their futures. My vision is a one Texas water pact. Every region would keep local control while joining a partnership built around four actions. Repair leaking systems, expand water reuse, capture storm water and recharge underground aquafers. We should reward cities, industries, schools and households that conserve water while using sensors to identify leaks before millions of gallons are lost. A water dashboard would show residents where projects stand, how funds are spent and what results are achieved. This is not about choosing cities over farms or one region over another. It is about protecting the shared resource that sustains us all. I ask my family, friends, and members of my national speech club to support me with your online scores.
